that the options debug template context loader is

|set according to settings.DEBUG]].
This is not well documented in the section on
[[https://docs.djangoproject.com/en/1.8/ref/settings/#template-context-
processors| Template Context Processors]] .
I plan to add more detailed documentation here explaining how the options
debug is set.
