I checked as far back as Django 1.4 and this positioning hasn't changed.
I'm not convinced the change would be more disruptive (for example, to
third-party admin customizations) than it's worth. The original
designer(s) probably had a reason for the way it's laid out. You can write
to the DevelopersMailingList if you want to try to get a consensus
otherwise.
