Pull request builder now on Ubuntu 14.04

The pull request builders are now running on Ubuntu 14.04. The master still runs 12.04 and handles builds for versions older than 1.8 as those builds don't pass on 14.04. Also I've reserved three of the slaves for the pull request builder -- this should hopefully cut down on the dreaded "git checkout <hash> where hash was not the commit" errors.

 I plan to work on the tickets [1][2], how can I replicate the test servers in my own infrastructure?

I'm still learning, so do not like to consume resources with my implementation attempts.

Tim,

Why don't they build on 14.04? We regularly run Django on EC2 VMs with 14.04 as the base AMI.

Fabio, you can use https://github.com/jphalip/djangocore-box

Chris, from what I remember the test failures are mainly due to the fact that older versions of Django do not support newer GIS dependencies.
