They have a visitor's day scheduled but so far the details are not published on the funding and how to make proposals.  

DARPA had a big impact in robotics in the last few years so interesting things can happen here.


They have a tools category that I thought was interesting.


BRICS Advanced Study Track
Separate from the Full Program Proposals, DARPA anticipates funding multiple Advanced 
Studies that enhance and facilitate the development, integration, or use of technologies being 
developed under the BRICS program. Advanced Study proposals must address one or more of 
the following topic areas:
1) Tools for genetic engineering of undomesticated microbes
2) Analytical tools for high-resolution characterization of in vivo communities
3) Experimental platforms for the study of multi-species communities
4) Methods to design, build, and test robust gene circuits
5) Theoretical approaches to understanding multi-species communities
6) Approaches to preserve engineered function and minimize mutation

Notice the website this doc you mentioned is from:

fbo.gov means federal business opportunities. They troll for mid sized businesses that are govt. contractors,
and are not set up to consider small teams or individuals at all. If you showed up, with all the expense that implies,
and impressed them with a concept, the next steps would be to become a "normal looking" govt. contractor
with twenty employees, ISO-9000 procedures, govt secret procedures etc. in place before getting much business.

Even a SBIR grant leads in the same direction. I used to monitor fbo.gov and applied to several until I figured this out.
I don't waste time on them anymore. Kickstarter and indiegogo are our friendly financiers.
