http://makespacemadrid.org/ might be a nice place to ask. they are definitely into citizen science / sensor stuff / air quality / arduino .

I met them at the citizen cyber science conference last year in London.

Medialab Prado recently started Laboratorio Vivo. We were there for giving a workshop a few months ago, and they had a nice space right next their fablab where things were going to be set up. It seems like their current workshops are aimed at kids, but for sure I guess you can go ahead in their fablab and start building up a biohack space.
