Hello everyone,
The Austrian ministry of health came back to me, there was an error. They recounceled with German authorities, and the Bundesländer do not accept the recommendation of the "Central comission for biological safety" to see GFP as cisgenic. Thus, GFP is not considered cisgenic and free to use in neither Germany nor Austria. They put emphasis on unifying such decisions within the members of the EU.
Summa summarum: GFP and pVIB are NOT free for use now, and you have to get any lab S1 certified if you want to work with it. Sorry for the confusion!
