Telephone event payload 101

Hi,
Is there a way to add telephone event payload 101 to the SDP when creating a call?

The default audio line from the Chrome 84 debug console, it seems to generate the following media offer when performing a setLocalDescription
m=audio 9 UDP/TLS/RTP/SAVPF 111 103 104 9 0 8 106 105 13 110 112 113 126

if you look at the output of createOffer(), you should see a series of rtpmaps, like this (Chrome 86):

a=rtpmap:110 telephone-event/48000
a=rtpmap:112 telephone-event/32000
a=rtpmap:113 telephone-event/16000
a=rtpmap:126 telephone-event/8000

under an m=audio line that looks like this:

m=audio 9 UDP/TLS/RTP/SAVPF 111 103 104 9 0 8 106 105 13 110 112 113 126

As you can see, the telephone-event payload types are 110, 112, 113 and 126. There is no 101 payload type.
Payload type numbers are dynamically assigned, you should not have any code that relies on them staying constant.
