PSA: qualityLimitationDurations changes units in M99

which was exposed in Chrome since around M93 has incorrectly been counted in milliseconds.
This changes as of
which exposes the duration's as seconds for consistency with other statistics.

If you are using it as a end-of-call metric and calculate the percentages of time the call was limited that should still work since the conversion factor cancels out nicely.
