Help: how to build webRTC with a RTSP source under windows

Hi! I need to show an RTSP stream to the devices of a local network, I have a windows server available, I think the best way is to use WebRTC. Can you please help me with the steps?
Do I need IIS installed as web server? I need to show video in full screen ow windowed maximized as possible, the web page should not contain frames. Then how can I run WebRTC on Windows?

It’s one way to bridge RTSP/WebRTC. Many other solutions exist also

I've read about it and I think that can be the solution! I just have
to understand how to deal with that, I can't find an example that help
me reaching the goal, one guy succeed and I asked him about. Thank you
