Let's same the context never changes. WebRTC Data Channel connection between two (2) tabs in Chromium browser; same machine.

Is it possible to generate the SDP/Offer/Answer exactly once, then thereafter simply reuse that same SDP/Offer/Answer without generating subsequent SDP?

No.

(It is unclear if you mean later on the same PC, which is pointless and illegal by spec (version number), or on a new pc, which is illegal by spec (SDP munging). Fortunately it does not matter)

Same machine. All local.

There's a point. Right now I have to write the SDP to local files to exchange between an IWA and an arbitrary tab. That currently means 4 clicks for the file writing/reading permission prompts.

My idea is that since I'm on the same machine, and the context won't change, I should just be able to create SDP once, and use that same SDP for subsequent connections.
