VP9 for Chrome Android

Is Vp9 enabled for Chrome Android? If so, what are the steps to be followed to enable VP9 in android?

Yes, but you need to enable it via a command line flag, --enable-webrtc-vp9-support. 

You will find instructions here on how to run Chrome on Android with command line flags.
