DCDT 2015 SMTP server down?

I am getting this error trying to send a message:

INFO Attempting delivery of Mail1475095407072-381567 to host domain9.dcdt31prod.sitenv.org. at 54.149.150.29 for addresses [d...@domain9.dcdt31prod.sitenv.org]

INFO Received MessagingException , when trying to deliver Mail1475094753854-381448 to domain9.dcdt31prod.sitenv.org. with exception Could not connect to SMTP host: domain9.dcdt31prod.sitenv.org., port: 25

The time is EDT, last tried just now, 16:43 EDT, same error

Hello,

The SMTP service had to be restarted.. please let us know if this does not fix the problem.
