I’m sorry, but I don’t think I quite understand what the error is here.
Do you happen to have a picture of what it looks like?
What type of radio is being used, and is this Windows, or some other operating system?

If I understand you right, your friend no longer has CAT or rig control. Meaning, he can’t select a frequency from the pull down list, and have the radio change to that?
If the CAT control is set to the correct com port and the baud rate matches, then it could be an issue with the latest Hamlib set that is being used today. We have seen that before when that has been changed.
And this is an FT-991, NOT an FT-991A, correct?
Perhaps we can find someone else also that has this radio type to verify that it’s a Hamlib problem, and take action on that. As I know it’s a popular radio, so there should be others having this problem as well.

This I very good feedback, as it does seem to point to a possible issue with the latest Hamlib controls, as those get changed every few months as they add in newer radios.
Some have has success with changing to a different radio model, of the similar age from Yaesu.
I wonder if he could try a couple different radios to see if one would work. Then we could report that to the group that manages the Hamlib libraries.
