It turns out that this doesn't happen to every torrent. I started two and
only one of them got moved.

This is a libtorrent bug. Possibly fixed in 1.2.11

It didn't work for me with libtorrent 1.2.9(Debian Bullseye).[[BR]]
With version 1.2.12 it worked.

Issue is fixed in Debian Buster and Debian Bullseye. A maintainer incuded
the upstream patch that apparently fixes the issue.
