Since deluge switched to python 3, finished torrents are never removed
automatically after seeding reached the required ratio.

The removal only happens if the deluge window or web-ui is opened, never
in the background.

Removing those torrents should be the task of the daemon, not something
the user interface does.
This is a regression, it worked correctly in the older versions.
