רצינות הדיון באה לדיון ביטוי בכמה פרמטרים.

בבסיסו של הדיון (הרציני :)), חשוב שהטיעונים השונים יהיו מנומקים ובמידת האפשר יובאו מקורות ודוגמאות התומכות בעמדה, כך שניתן יהיה לדון בעובדות בניגוד לדיון ברמה של דיעות שונות.

מאפיין נוסף הוא בחינת מספר אפשרויות והמנעות מגישה דיכוטומית של שחור ולבן. ברוב המקרים הנושאים לדיון מספיק מורכבים ולכל גישה יש את היתרונות והחסרונות שלה ובסופו של דבר הבחירה או הסינטיזה בין הגישות מנסה להגיע לאיזון בין מירב היתרונות למקצת החסרונות.

רב מימדיות / שכבתיות: יוזמות רבות מצריכות התמודדות עם מספר מערכות שונות זו מזו. ישנם אספקטים אנושיים, כלכליים, משפטיים, סביבתיים, ערכיים וכן הלאה. על כן דיון רציני ומעמיק יבחן את כל האספקטים וייתן עליהם את הדעת.

מחויבות וקבלת אחריות. כאשר מדובר בדיון בהצעה יישומית יוזמי ההצעה צריכים לעמוד מאחוריה לאורך תהליך משמעותי עד שהיא "מקבלת חיים משל עצמה" לאחר שהתקבלה ויושמה. בנוסף יש על המציעים את נטל האחריות לתוצאות התהליך. ללא אלה, יש נטיה לאימפולסיביות וקיצוניות, כי "אחרינו המבול".

הסכמה לא להסכים: ישנם מצבים שהדיעות חלוקות וצריך נתונים ועבודה נוספת לשכנע זה את זה. במקרים כאלה, דיון רציני יאפשר עבודה במקביל על הגישות השונות ללא כפיה של אחת על אחרת. הדיון בהחלט יכול להימשך על פני זמן רב והוא יתפתח לאור ממצאים חדשים.

כשאני שומע את המילה "רציני" זה עושה לי אסוציאציה למילה "רצון", או משהו שנעשה ברצון רב או מבטא אינטנסיביות.

דיון רציני לפעמים מבטא הרבה רצונות (או צרכים), לכן הוא מעמיק או רציני.

אם הכוונה שלך הייתה לדיון שבאמת נעשה בצורה טובה ומבחוץ נראה "רציני", אז התשובה שלי לשאלה הזאת אחרת, כי השאלה היא "מהו דיון אפקטיבי/טוב/שמביא תועלת?"

דיון אפקטיבי לדעתי, זה דיון שהולך בנתיב הבא:

1. העלאת צרכים- כמה שיותר צרכים עולים במהלך הדיון, אין עדיפות לאף צורך בזמן ההשמעה.
2. דיון- הצרכים שהועלו עוברים סינתזה, על כל צורך ניתנת דיעה- מכל בחינה עניינית שיכולה לחזק או לעקב את צורך.
3. הכרעה- כל הכרעה שמתאימה למתדיינים היא וואלידית. זה עשוי להישמע מוזר אבל חשוב לזכור שלבני אדם יש מנעד רחב של צרכים, לא כולם הולכים יד ביד כל הזמן, לפעמים עדיף להם ככה ולפעמים עדיף להם ככה- לדעתי ראוי להכיר בכל מצב כפי שהוא, ולתת ביטוי לכל מה שעולה. מה גם שבני אדם חופשיים לעשות כרצונם- אין שום דבר שאפשר או צריך לעשות עם זה.
ככל שהביטוי של הצרכים ישיר יותר, ויכולת ההכרה של הצדדים גדולה יותר- ככה קבוצת הדיון חזקה יותר, אפילו אם עולה הכרעה רצונית להתפרקות, כל חלק בנפרד חזק יותר מעצם הכרעה כזאת. ברגע שהצדדים רווים מההכרה שלהם בעצמם, סיכוי גדול יותר קיים לצדדים לחזור לתפקד יחד.

4. ביצוע- בין אם בהכרעה אנשים בחרו להיפרד או בין אם לבצע ביחד, לכל צורך יש ביצוע- ככל שזה עונה היטב על הצורך בשלב ההכרעה, כך עולה שביעות הרצון של המתדיינים.

שימו לב שאת התבנית הזאת אפשר לממש גם על דברים שהם לא בהכרח צרכים- כל יישות כזאת (צורך, קבוצות פוליטיות, אידיאולוגיות, רעיונות, תפישות) משחקת את אותו המשחק של הדיאלקטיקה מעבר לביטוי שלה בתור מתודה לדיון/שיח/ניתוח (הניסוח של הרקליטוס והגל).

הקבוצות יקיימו מספר מפגשים פרונטלים, בהמשך למפגשים יחליפו דעות בהתכתבות.
בשלבים 2, 3, 4 חשוב להתיעץ עם מומחים מקצועיים אוביקטיבים (עד כמה שניתן) ולשמוע דעות של מתנגדים ותומכים בכל הצעה/פתרון
הצגת הפתרון או הפתרונות המומלצים בצורה פשוטה וקצרה כך שהציבור הרחב יוכל להבין בקלות ולהצביע.

כל מה שנאמר בדיון הנוכחי נשמע לי רציניJ

וזה כבר טוב.

הערה קטנה: הדרישה שלנו לדיון רציני היא לא דרישה קטנה. מאוד נדיר דיון רציני בנושאים שיש להם השפעה על הציבור.

המקום היחידי שאני רואה בו דיונים רציניים באופן עקבי הוא כשקבוצה של מהנדסים יושבת על שאלה טכנית. אולי אפשר ללמוד מהם.

איכות הדיון נוצרת ממספר רכיבים שונים (אפשר לנסח מחדש ולהעיר כאן):

הגדרת הבעיה/אתגר
ייצוגיות או הכללה מלאה של כל בעלי העניין
התמודדות עם מכלול מרכיבי הבעיה, הכולל בעלי העניין השונים, צרכיהם והאינטרסים שלהם, משאבים, סביבה, מערכת פוליטית ועוד. מחקר ולמידה של ההיבטים השונים. התבססות על מגוון מומחים מאוזן.
דיון המתבסס על נימוקים מבוססים ככל הניתן, ועל מידע הניתן לבדיקה ואישוש
מתן אפשרות למגוון פתרונות רחב
שיפור פתרונות: דיון המאפשר לחיבור בין עמדות שונות להיווצר. אפשרות לשפר את הפתרונות
'שקלול, בחינת הפתרונות ותעדופם בהתאם לצרכי בעלי העניין
אפשרות לא להסכים: ההבנה שיתכנו פתרונות שונים, ולאפשר לעמדות מיעוט להתקיים, אך מצד שני כן לקבל החלטות לאחר זמן סביר.
שיתוף הציבור כולו, באמצעות הצגת הבעיות והפתרונות בשפה הנהירה לציבור הרחב, ובצורה המקלה עליו לקלוט ולשקלל.
ההחלטה מובילה לביצוע המתקיים על פי ההחלטה. הביצוע הוא שקוף, והציבור יכול ללמוד ממנו.

אני מסכים שאין צורך לנסות להגיע להגדרה מהו דיון רציני וצריך להתקדם.

נראה לי שדיון ששילוב קבוצה גדולה בתהליך של דיון רציני הוא האתגר שבו אנחנו צריכים להתמקד

עד כה נעשו תהליכים כאלה בקבוצות קטנות ושילוב חוכמת ההמון בתהליך הוא לדעתי האתגר העיקרי שלנו.
