Support creating Vulkan surfaces with VK_KHR_DISPLAY

Hello,

I’m interested in using dawn to run some display installations that run on a minimal Linux setup. The VK_KHR_DISPLAY extension allows for obtaining a surface that outputs direct to a display, bypassing a window manager or compositor. Would this be a welcome addition? I’m happy to work on the feature myself.

We would be happy to take a contribution as long as it doesn't create a lot of complexity. We already have Xlib and Wayland and the amount of code for those is pretty minimal, so guessing this will be minimal too :)
