Python DVUploader

Hi @all,

I am pleased to inform you that a new Python library is now available that implements direct upload functionality. 

It takes inspiration from Jim's excellent DVUploader, which was written in Java, and offers parallelized uploads to an S3 backend storage. This makes it easy to upload large files as they are streamed and not loaded into memory. Since it is a Python module, you can also integrate it into your Python code or libraries.

DVUploader 0.1.0 is available on GitHub and PyPI.

Thanks, Jan! We merged https://github.com/IQSS/dataverse/pull/9946 (thank you, Don Sizemore) so Python DVUploader will be listed in the next version of the guides.
