Why would you ask if someone can give 100% guarantee of recovery without giving a single statement as to what the issue is?  Based on the information you have provided, I would never trust anyone who would say yes.

Noone in the world can  guarantee that he/she can recover the data. 

In most labs you will not pay any fee if they can't recover the data. That is usually written in the terms and conditions.

I understand that the data is important but data recovery is no backup. If the client had da backup and that backup is up to date and fully tested he has the guarantee that all data can be recovered. In a data recovery case there is never a guarantee that data can be reocovered. Some drives are simply not supported or to far gone - in that case you can't recover anything. In other cases there is only a partial recovery possible... 

No matter how important data is - there are some limits what a data recovery lab can do!

PS.: Noone who run a serious business can tell you anything before they have inspected the drive itself. Anyone who would give you a 100% guarantee without even testing the drive itself can't be trustworthy!
