I have a client hard drive got hit by a ransomware Sodinokibi
other than paying, is there a decryption tools that i can find that it can be used for this type of ransomware???

Then what is the way to decrypt the data if there is no Decryptor.

Without the key from the hackers (so paying the ransomware), I don't think it is possible to decrypt, or at least not feasible.
The encryption is too strong to break it.
