Adding a new tool to retrieve data from WMS endpoints

Hi All,

I have made a tool out of the technique we found to retrieve vector data from WMS endpoints( like ISRO's Bhuvan ). I think this along with pyesridump completes the toolset needed to get geospatial vector data out of most Indian Government servers. 

The tool is available at pypi as wmsdump. 

Easiest way to use it is to install uv and use the "wms-extractor" tool as "uvx --from wmsdump wms-extractor <args>".
