Query about Block and Sub Districts

Hey All,

Somewhat naive query but I am finding it very confusing to figure out the difference in SubDistrict and Blocks of a State.
In lgdirectory website they have list of village associated with a state and also a list of villages that are covered by blocks. The second one is a subset of the first. So there are villages which do not have any blocks associated with them.
Isn't that weird?
For example:- This is a snippet of list of these villages in Tamil Nadu:-

Blocks and subdistricts are different administrative entities but spatially they can overlap each other. In some states, blocks and subdistrict are same ( if I remember correctly, Andhra Pradesh)

Villages not covered by any Blocks or ULBs are flagged as possible data problems and are listed in the exception reports on the LGD website

Thanks for the information.
Sreeram, will check this link and see if that's the problem (I have not looked at ULB's, so probably good idea to do that mapping too).
The site seems down today. So once it's up I will try it out.
