District-wise PDS data and timing of ration card portability

Hi all,

I’m looking for two things-

1. District-wise dataset of population % covered by Public Distribution System. 

(The state-wise coverage is available online, but I’m looking for something more granular. I’ve been able to find the number of ration card holders per district, but that is not the same of population % covered, so still looking for the latter)

2. Timing of implementation of ration-card portability- I know the timing of state-wise ONORC implementation. However, states had implemented WITHIN-STATE portability earlier. Does anyone know where I can find more information? Similarly, does anyone know which districts within each state got the scheme first?

Any pointers would be helpful, thanks!

I know that PDS district level data for 2017-2023 is definitely available at indiadataportal.com

Howrver, I'm not aware of the second data set you mentioned.
