Found this website from where you can reach most of the state GIS portals:

The state portals appear to have a similar format, with some variations. Nothing is downloadable (of course!).

Yes, Part of the Bharat Maps NIC constellation. 

There is a spurt of such things. Now SOI also has a portal via DST Sahayog app... and they too have villages and census.
