Information on e-GramSwaraj app

Hi team

There is an app 'e-Gram Swaraj' available on google play store. I was using it to understand the fund flow  of previous years (fourteenth finance commission etc) and expenditure of my Gram Panchayat. There is detailed information of financial transactions.

I actually planned for putting a series of RTI based on this information. However the app is not opening from last two days. It is showing an "Handshake error". I am checking it continuously and it is showing the same status.

1. Does anyone know where we can find this information regarding fund flow and expenditure for Gram Panchayat if the app is not opening

2. Do you think this is being done on purpose (the app was about transparency) 

any leads in this direction is greatly appreciated.
