Pilot Study in SPSS or PLS SEM

Respected Sir,

I am working on a higher-order formative model and the scale is adapted with additions and deletions. I have two queries:
1. Can I perform EFA on this since 6 main indicators form the latent construct, and there are further items to these indicators?
2. If EFA can't be performed, so to conduct a pilot study, then should I go for SPSS or PLS SEM?

Only the following are ascertained in the pilot testing:
1. Content validity of every construct
2. Reliability of every construct
3. Flow of questions
4. Wordings of all questions
5. Any other observation/suggestion from the respondents

No EFA/CFA shd be used on such small data
