EFA/CFA AND SMART PLS

Respected Dr Neeraj and group members,

I am working on a model having several constructs, some of which are high order reflective-formative. For data collection, adopted scales have been used. For data analysis, I am using SmartPLS. I request for clarification on:

Is EFA/CFA still required? If yes, then can SmartPLS can be used for it?

Respected sir/madam
1) SmartPLS is only use for CFA + Regression (Path Analysis)
2) EFA is not available in SmartPLS, you either need to done it in SPSS or Rstudio.
3) if you have adopted questionnaire then you need not to go for EFA. 
EFA only applicable when existing theory is not available. 
If you have theory behind your questionnaire then you should go for CFA directly.

Sir but if we are constructing a formative construct which does not exist SD factor analysis be done first...
