How to decide predetermined proportion of elements in quota sampling?

Respected sir and members,

I read the definition  of quota sampling from cooper and Schindler book on business research method where Quota Sampling is defined as a proportionate stratified sampling in which a predetermined proportion of elements are sampled from different groups in the population, but on convenience basis. 

I have doubt regarding without sampling frame how can we predetermined proportion of elements in the sample as written in above definition, please clarify?

Dear Shubham

You are correct, in an infinite population we do not have such knowledge about the population.

But we do have reports/govt publications mentioning some proportions of the large population.

Example: If Govt reports say that the male-female ratio is a:b in a particular state then you may consider the same proportion in your sample.
