dadi-cli GenerateFs --bootstrap generates unfolded FS by default

Hello Ryan. I'm trying to run dadi using the dadi-cli, but I'm having an issue with generating bootstrapped SFSs from a VCF file. It seems that, by default, the bootstrapping procedure generates polarized (aka unfolded) SFSs even when not using the --polarized argument. In my case, this results in 100 replicates with 0s all around the SFS. Could you be bothered to take a look at this?

Hi Maycon, I've pushed a fix to the GitHub source code and PyPi. The fix should be on conda-forge within the next 24 hours.
