Respected Sir/ Ma'am,
Companies must report transactions with any MSME ( Udyam ) Registration Certificate.holder as follows :
1. Paid Within 45 Days
2. Paid After 45 Days
3. Outstanding for 45 Days or Less
4. Outstanding for More than 45 Days
Reason for Delay in Payment / Amount Outstanding - This field is mandatory if value entered in either of the fields :
i. Paid After 45 Days
And / Or
ii. Outstanding for More than 45 Days

When any company BUY then only the obligation to PAY / PAID arises !!
Transactions here means purchase transactions made by any company from any MSME unit.
The criteria is that the seller i.e, vendor supplying goods or services must hold MSME (UDYOG) CERTIFICATE.
The reporting is done by the buyer company ( who had bought any goods or availed any services from any MSME Unit ) in the MSME Form I in MCA portal - it is not relevant whether the buyer Company is registered in MSME or not.
