one can try to visit jurisdictional RoC of MCA (HQ)

Actually, if you want then you can do it. The legal position is like this: 

First file a complaint in the MCA Help desk and if the same is not resolved or pending, citing the issue, file a PGPORAL Complaint.

In PGPORTAL SCHEME, it is mandatory as follows: 

The CSMOP says as follows:

"Every Wednesday of the week between 10.00 A.M to 1.00 P.M has been earmarked for receiving and hearing of grievances by the Director of Public Grievances"

You may go and meet the Public Grievance Officer at CRC.
