Dear Colleagues,
As many of you are aware, several members of our group convened for a Coordination Meeting of the Dynamic Coalition on Core Internet Values (DC CIV) during the Internet Governance Forum (IGF) in Lillestrøm. This meeting complemented our successful session, IGF 2025 WS #187, *Bridging Internet & AI Governance: From Theory to Practice*.
I provided summaries of both engagements via this mailing list in June and July 2025.
I am pleased to inform you that we now have a follow-up initiative stemming from the Coordination Meeting, with a focus on the development of the Core Internet Values Observatory (CIVOBS).
Dr. Pari Esfandiari has kindly prepared a planning document, which she has shared in her accompanying email. We are now inviting your comments and feedback on this document—a meaningful step forward in advancing this important initiative.

Following our public meeting in Oslo (June 2025) and the launch of Phase 0 of the Core Internet Values Observatory (CIVOBS), I’m pleased to report that the groundwork has now been completed.
The Phase 0 deliverables are available for Community Review (CR-001):
Methodology note (v0.9, draft)
Initial community framework documents (Contribution Guide, Code of Conduct, Governance Skeleton – placeholders for community input).
The comment period runs until 4 September 2025, after which feedback will be consolidated into version 1.0.

This is great. made one minor text edit. Some sections use : and others
- so decided to leave further minor edits alone for now.
The outline makes some decisions on development environment even on
choosing a web framework (React). Alternative reactive frameworks such
as vue.js exist. Is it time to make opinionated choices at this time?
The project seems to be ethically "open source". So the spec should
probably confirm this and outline the same for the materials in the
observatory. As such how do people get data out of the observatory for
reuse and attribution?
I may have missed something if this is already mentioned.
I'd like to pass this by the web observatory at Soton to stimulate any
lessons learned or potential collaboration with existing
observtories. Would it be ok to share the link?

Hi all,
one thing that could create a natural pacemaker for the Observatory would be the goal to provide a report on "Core Values Health" every year for the IGF, with enough lead time to constitute a useful input for participants. We have done something similar several years in the past, albeit in a lot less formal way.
I have made a comment to the purpose on the collaborative, shared document.
Further, for procedure: it may be preferable to make comments instead of edits, which will make it easier to hold discussions if they arise, and for the editors to keep a clean document till the end.

This type of output is precisely what such an Observatory should
facilitate. It should be careful to reference attributions so that
researchers are encouraged to see the Observatory as a plus plus to
their existing channels.
