Is there a way to make ToastBar modal so that it blocks ui touches?

Is there a simple way to hook ToastBar progress to ConnectionRequest for large dataset downloads to present a % complete?

No. You can however use either a dialog with show on the south or probably more appropriately an InteractionDialog.

ok, nice I mimicked the ToastBar showConnectionProgress in my class and it worked fine.  

I'll look into interactiondialog to see about spinning my own that blocks user input

finally I noticed that the progress bar never becomes visible using the native theme in the simulator with ios 7

There is a long standing issue with the theming of progress bar in the iOS theme. We need to make some widgets more consistent across platforms.
Hopefully this will finally land for 3.6.
