White-faced Ibis behavior Lake County

16 White-faced Ibis were flying and circling both high and low over Forebay Reservoir located above Twin Lakes this morning. They continued to do so for 30 minutes and may have continued but I departed. They never landed but would glide low to the water and through the scope (though still at a distance) they appeared to put their beaks into the water. I have never seen this type of behavior with Ibis. Comments??
