Do I need to submit a DCC paper to participate in the CLIC competition?

Yes, to be included in the final leaderboard you must have a DCC paper.

To clarify: yes, you need to *submit* a paper, or point to a previously published paper, but as long as it is a self-contained description of the algorithm, it doesn't have to pass the normal DCC review. Any papers that do pass the DCC review are eligible for regular publication in IEEExplore.
