Hello,

We're in the early stages of discussion around eliminating damaged/replacement fees and I was curious where other libraries are at with this. Is this something you have already done? Is this something you are in the process of implementing? We eliminated overdue fines late 2020 and we currently charge for damage/replacements with a somewhat flexible waiving policy.

For reference, the language in the Public Library Standards doc-

For all public libraries- "Remove late fines and damaged/replacement fees on children’s and teen materials to make the collection accessible and reduce barriers for youth, families, and other caregivers."

For larger libraries- "Remove late fines, damage/replacement fees, and other costs associated with library collection use for all residents to increase access for people disproportionately affected by financial barriers to library service."

Like DPL, Boulder Public Library charges for replacement items and damaged items. We eliminated daily overdue fines in 2019.

At Estes, we rarely charge any damage fees for children's items though do still charge lost fees. Also do charge lost/damaged fees on all other items. Went fine free back in 2018 or 2019.

At JCPL we're fine free, and we eliminated replacement fees on all E and J materials this summer. 

I encourage staff to use their best judgement with waiving replacement fees, and to be generous when they can.

At MCL we have eliminated fees on damaged items except for items that require a specific borrower agreement form to be completed by the patron. We still charge for lost items. If you would like more information about how we implemented this I can get you in touch with our Public Services manager.

At Pikes Peak, we charge replacement fees for lost and damaged items.  We are on the cusp of adding processing fees to these bills also.  Like many others, we removed overdue fines sometime before 2020.  Staff does have the flexibility to waive part or all of these bills, depending on the circumstances and their judgement.

Here in Broomfield we have been fine free since 2019.  We stopped charging for lost and damaged children's items in 2021, and are currently exploring extending that to the entire collection with our advisory board.

At Arapahoe Libraries we went fine free on all items in 2016.  However, replacement fees (with the exception of children's board books) are assessed when items are 40 days overdue.  If the patron brings the item back, the charges will be removed.  

We also charge for lost items but offer refunds for books if they are returned within 90 days.

For the most part, we do not charge for damaged items as they are automatically checked in when returned through our RFID enabled book returns and cleared off the patrons account.

Staff may use their own judgment in waiving these fees or reduce the price based on the age of an item.  We've established replacement price adjustment guidelines to help with that.
