General specs for an Open Data Portal

Hi.
I'm trying to fnid a document giving me the list of the specifications a Open Data Portal is supposed to follow.
And As I think that CKAN must follow that sort of specifications, maybe someone here should help me ?

I don't think there is a universally accepted specification for what an open data portal should be.
But seeing as CKAN is the leading solution, it's web pages give a pretty good approximation.

The only thing missing perhaps is support for the international metadata exchange specification DCAT-AP (and Stat-DCAT, GeoDCAT)

There are a few extensions that more or less provide DCAT-support, but AFAIK it is still work in progress in some specific settings

(CKAN was created before DCAT was developed, so that's normal)


The European Data Portal (based upon CKAN and other solutions) provides some extensions that may be useful here:

Just to note that on the DCAT front ckanext-dcat (https://github.com/ckan/ckanext-dcat) is very mature and used in many portals. It fully supports DCAT-AP 1.1

The documentation we have on data.gov.au linked from toolkit.data.gov.au can give you how we set ours up, and some slightly old code. I'm not involved anymore but ours was ckan plus geoserver plus plugins and some bespoke code including a DCAT metadata schema.
