Libraries can qualify for GNP if they use their Friends or Foundation 501c3. Google knows and is totally OK with this. But GNP is not required for perpetual licenses.
I get all my discounted one-time licenses through CDW-G, and I don’t have to “prove” or otherwise show education or non-profit status. It has been so long since we set that up I can’t remember if we needed anything special to start, we already get “education” pricing on their site as a public library. Before we set up GNP I was managing everything through a single-license Google for Business account, but we still got the education pricing on licenses from CDW-G, like $25-$30 each. Someone else on here mentioned another vendor they use. You might check the group archived messages and see if it is listed.

Nope. In fact I transferred licenses from the business domain I created just for Chrome management to our library domain when we Google-fied our staff email and files, and I didn’t think they would transfer. When you purchase your device license you have to tell them the domain it is going to and then give them an off-domain email address for some kind of verification or something.
