Google Classroom 2FA problem

Hello all,
I am having problems with Google Classroom. 
When my students go to log in , classroom is looking for a phone number so they cannot get in.
How do I change this?
I checked all the settings in Google Admin section and cannot see anything that needs to be changed.
I have 2FA turned off in the admin section.
We are trying to log into Canva with out google sign ins and it is looking for 2FA as in a text message or authenticator. 
How do I turn this off?

To the best of my knowledge the only thing would cause this is enforcement of 2FA on accounts. This is controlled via security settings. It is applied by OU so perhaps you have the default to off but maybe accidentally turned it on for the student OU.

Yes - I'd concur - you need to move students into their own OU and turn 2fa off for them

Not quite as aimple as it may seem. Even moving to an OU with 2FA not enforced won't automatically turn it off for those users.

I phoned Google support in the end. 

It seems I cannot turn off 2fa permanently but when Google thinks an account might be compromised or an unusual log in, it looks for a 2fa.

I would like to turn it off permanently. The only way around it was to go into admin settings of each individual user and into their security settings. Turn off 2sv (second verification) for 10 minutes.
I had to do this individually for each student in a class of thirty. There doesn't seem to be a quicker way of doing this.

I have 2fa turned off already in the organisational unit and across the school already.
