CT1 Shutdown

We believe it is finally time to shut down CT1. We propose shutting down this log Jan 4, 2022. 

We previously blocked logging in CT1 for all certs except those issued by Apple. Apple has stopped using CT1 as well. Since there is no additional use of this log, I don't see a reason to keep it going as everyone is using the more modern logs.

Any objection to the Jan 4th date?
