Some folks from our Graduate College at Iowa State University developed this book,
Oral Communication for Non-Native Speakers of English,
for ESL graduate students, which I think might help in this situation! Feel free to check it out on Pressbooks. Its main focus is on "listening, speaking, lexicogrammar, pragmatics, and pronunciation." There is a section on intonation and how that translates
to meaning/implied meaning in English.
It doesn't cover tone for sarcasm, etc, but it covers a lot of the basics. There is likely a YouTube series that covers some of this as well, and I'm hoping others will know of some additional resources to share!
