To clarify, I am looking to set up text-to-speech functionality. Specifically, I would like CadPage to play an alarm and then read the call details out loud automatically after an alert comes through from the Active911 integration.

That functionality is not currently supported, largely because nobody has ever asked for it.  Doesn't look like it would be all that hard to implement if you are interested.   I'm thinking it would be an additional notification option.  When an alert comes in, Cadpage would play an alert sound followed by audio <call description> at <call address>.  Is that what you had in mind?
