No need to apologize, Jim. 

I have to agree.
After 8 years of organizing bicycle tours in Europe, all of the serious trips to the hospital/ER have been with our Ebike riding guests. And those are without throttles!... what we call Class 1. A few have rented faster (28mph) ebikes and those have required riders bring their drivers licenses, had EU license plates attached, had brake and directional signals.

The attitude presented in the cartoon is spot on: resellers embrace the shortfalls in safety and are still lying to consumers about the risks.
