Thanks for sharing this, Scott. I forwarded the article with the Solana Beach City Council and Staff. Fortunately, Solana Beach has not opted into Tasha Boerner's experiment for San Diego County allowing cities the option to add extra e-bike regulations. I made a similar plea in front of our Council a while ago, where our local Sheriff Captain also spoke in agreement.

Hello everyone,

Thanks, Scott, for sharing the Santa Cruz story!

A few observations:
  1. While I applaud the council's decision of "education, not local legislation, is best solution to e-bike concerns," we can all agree not all education is created equal. Sadly, most of the online e-bike courses (and I've taken most of them, including the CHP course we at CABO and CyclingSavvy tried to help the CHP make better) are low-quality, ineffective, and not age-specific in equipping adult and teen e-bicyclists to be successful out on the road, paths, and trails!
  2. While the council took this stance for their city, they still believe “These changes should not be bespoke, and should not be unique to Santa Cruz,” Chair Ryan Meckel said. “We should be encouraging our state legislators to pass legislation.”  Therefore, they do believe in statewide user (age) and other restrictions.
  3. Based on my research, few cities at this point have opted into their respective Electric Bicycle Safety Pilot Programs and adopted local ordinances per California Code, VEH 21214.5. and California Code, VEH 21214.7. If someone knows something different, please let us know.

Perhaps Rick Hyman or Leo Jed (both on the SC County Regional Transportation commision's Bicycle advisory committee) can help make this happen?
