Query - चतुष्पाद्भ्यो ढञ् 4.1.135

I am confused here. Any help is welcome. 

कमण्डलु + ढञ् = कामण्डलेयः

What is  कमण्डलु?

नमो विद्वद्भ्यः

What kind of addressing is this -- English HI or Sanskrit Hai ?

This is a विद्वत् परिषत् - each one in this परिषत्  is considered a विद्वान् following the पाणिनिसूत्रम् - तदधीते तद्वेद ( पा 4-2-58 ) - he who is learning and he who already learnt , both are called by the name वैयाकरण ।

If you wish to use है in  Sanskrit then it should be followed by प्लुत -- है ३ विद्वांसः - following हैहेप्रयोगे हैहयोः (पा 8-2-85) प्लुतः ।

It won't be amiss if you employ  neither .

By the by  नमः / नमस्कारः means - I am inferior to you and you are superior to me ( णम प्रह्वीभावे ) ।

कमण्डलु -- शुन्तिबाहु - जंबु -- these three belong to चतुष्पात् जाति ( a class of fourlegged ) |

कमण्डुलुपद आदधीत -- वेदे ।
