numbers in गणपाठ

Recently I came across a scan of an old edition of the अष्टाधायी with अङ्गs.  In the गणपाठ there were numbers before each गण like this:

१७ सर्वादीनि सर्वनामानि॥ १। १। २७॥ सर्व विश्व उभ उभय ...

or

४४ स्वरादिनिपातमव्ययम्॥ १। १। ३७॥ स्वर् अन्तर् प्रातर् ...

Mostly this is the same as any other edition of  गणपाठ but what do these introductory numbers mean?  It is not the number of words in the गण I don't think.

Any answers will be gratefully appreciated.

Thank you for your answer.  The other parts I was aware of but can you please go into more detail about "printing serial number"?  That is new to me.

To confirm it, I require the scanned copy you have, at least from the beginning of the text (i.e. suutra No.1.1.1) up to the page where the suutra "स्वरादिनिपातमव्ययम्॥ १। १। ३७॥" occurs.

BTW, what is the title of the book?

The book is entitled अष्टाध्यायी and it was published by खेमराज श्रीकृष्णदास in संवत १९५४.  I got the scan from archive.org; the URL is https://archive.org/details/in.ernet.dli.2015.322486

This scanned copy appears to be incomplete.

So far as the initial numbers are concerned, nothing can be guessed. In certain cases, many ganapathas have been assigned the same number, e.g. 209.
