A couple of questions and then a couple of suggestions.
Questions:
1) Is this an x86 chip (Intel/AMD) or a ARM chip (e.g. Snapdragon)?
2) Does the black window stay up, or just open and close shortly thereafter?
3) What version of RAW are you installing?
Suggestions:
2) If the black window stays open, try leaving it for a while (a few minutes). Sometimes the first time you start RAW on a computer it has to do some work in the background, which on windows can show just that black window without the GUI for a bit (though on a new laptop this should usually be pretty fast).
3) You could try running it as administrator (right click and select Run as Administrator), which might help.
