Shared nores access to viewers lock

Hey. 

Now.

 I tested the latest version of bbb on test.bigbluebutton.org and drew attention to the Shared notes feature. This feature is available to all users, presenter, moderator and viewers. All viewers have access to the Shared notes feature. 

There is no way to disable this feature in the settings so that viewers cannot access the Shared notes. 

Perhaps it makes sense to add the ability to block Shared notes to viewers in general locks?

It's a good point. In the Flash client you could lock the layout and users wouldn't be able to access the shared notes window, but there's no way to do the same thing in the HTML5 client.

I also support this idea and think it's necessary

Have you tried to change this to false (I believe it's enabled during the installation)? https://github.com/bigbluebutton/bigbluebutton/blob/v2.2.x-release/bigbluebutton-html5/private/config/settings.yml#L265
