Is it possible to create a filter that obscures the participants face entirely, like they are behind a translucent screen?

Yes several even. Turn off the webcam or select a background image and then stay away from the camera. The participant can also put a paper bag over their head. no... that was fun... but the participant can also make themselves unrecognizable with programs like FunCam.

I have looked at snapcam and it does have a filter to obscure the persons face, but it requires a full installation and likes a GPU so it really isn't going to work for the non-technical participant.   I was looking for a solution where the participant can simply choose a filter from the menu as the current version of bbb offers, but all the available filters are only backgrounds where as I need something in the foreground.

While this is subject to change, in BigBlueButton 2.6-alpha-3 you can adjust the brightness of your face, and by reducing it to -100 essentially remove all the light from your face.
