Yes, I agree, it could be Crash. Ideally it would be good to have some definite confirmation that scoreboards of this shape were really used for Crash.
It may be a scoreboard for Crash, or 13 card Brag. There are lots of variants of Brag, a quick and enjoyable English gambling card game mostly played in pubs. First to 11 points was a popular one. Crash tends to be played more in the North of England.
